I can get hold of a Pontiac, but its license was last paid in 1993, it has nether been scrapped.
If one register this car, will you have to pay 22 years of arrears and fines or is there a way around it?

Yes...plus penalties.
funny thing is, if it does not exist on the the/any system it's cheaper to sort out.
What car is it, needs to be something special to be worth the trouble.! (ps. its not that station wagon is it?)

Take the licence number or reg number and call ur local traffic department
They will tell u if the car is still on the system.
If it is they will tell u how much its in arrears.
If not on the system then u gone have to register it as a rebuilt. Get clearance, data dot, road worthy and if it has papers than at least u don't have to do the weighing of the car.
The trouble after all this is that the traffic department then sends all docs to enatis and they register it there, but it takes time and they can even misplace documents and loose it. Make shure u have all copies.

No, it is a '76 Firebird which has not been advertised anywhere yet.(ps. its not that station wagon is it?)

My Splitty I just finished, turns out was last licensed 10 years ago, I need to pay R8000 to license.

I've heard about this happening so much with trailers that get left in the yard for a few years.

That sounds very much like the State of California with their 'non-op' scam. Meaning if a previous owner of a vehicle didn't update the registration and didn't get a 'non operational permit', any subsequent registered owner will have to pay the backlog reg fees. Here in Arizona we don't have to deal with that nonsense.

In the Eastern Cape, if the license hasn't been paid for 5 years, the car is automatically "archived" and deregistered.
This happened to my 2002 and I had it put back onto the system without any penalties or arrears. It was not classed a rebuild either as I showed them the original docs. Had to go through all of the hoops though, weighbridge, Police Clearance, affidavits etc...
