I have read through a lot of threads on this forum on this topic and came to a realisation that I am in BIG trouble.
I bought my 1973 el camino from a guy in Qwaqwa with no papers . We located the original owner and he is quite elderly and has lost the originals. He wrote an avidavit and went to the local authority to try and source a duplicate certificate. Since the car has been standing for 13 yrs, it has been archived . They cannot re-introduce it on e-natis without a police clearance certificate. The complication is that the car is in JHB with me and is a non-runner (still busy with the rebuild). The suggestion from Qwaqwa is that I do the police clearance and weight-in in JHB and they will re-register in Qwaqwa with the original owner, then, we can do the transfer. I would PREFER to reintroduce the car on enatis than register it as a code 3 rebuilt. Am I optimistic, or should I just cut my loses and finish the car and hope that I can register it as a rebuilt.
My question is this - Can I do a police clearance on a non-runner?
I know that I should have done my homework, but what is done is done, and I'm learning the hard way. Any productive suggestions and advise would be appreciated.

John, as far as I know the car does not have to run, but it does have to be mostly assembled. Specifically the engine must be installed.
So if it is as you bought it, there should be no problem taking it for clearance. If you have started stripping it you may have to reassemble some (most) of it.

John, i asked my almost neighbour[policeman in the vehicle dept].
If the vehicle got a vin plate or vin number stamped on the body you can take it in any condition. If you want the engine to be cleared you need to take the engine block with. You can leave the fender, bonnet etc at home and just take the part where the vin is with you
