I have built a few shamrock cobras and do stainless steel cladding, but it is definitely a " body off" kind of job. What about using dynamat or some other flexible adhesive type mat ?

What "Cobra" body is that ?
I have not seen a moulded in windscreen frame before.

The way you have the car now it would not be a hard job to just take cardboard templates and then lay them on a sheet of stainless steel and cut it out. We used to use 0.7mm grade 430 . BA finish for the mirror look.
Then we put 20 mm rockwool insulation behind the plates and pop rivet on.
