The amount of work that goes into a resto is not really worth the money for a panel beater. and then comes the price they charge...Its never easy but if its something you are passionate about then you'll get it done somehow!

Unfortunately to recon the starter will be the best option. The gear not being pushed forward is mostly caused by the contact brushes being warn but the started still spinning after the key is turned back is something else, maybe a short.
